Addressing so called security-integration dilemma is one of the fundamental challenges for the EU. Traditionally, the Union used the promise of membership for promoting stability along its borders. After endorsement of the European Neighborhood Policy (ENP) the EU faces a new problem: how to ensure security in its vicinity without offering membership to its neighbors. The Union s Eastern partners seem more reluctant to undergo the painful process of policy reforms while proposed incentives seem unattractive. Has the EU learnt lessons from its past mistakes and offered neighbors something more engaging by launching the Eastern Partnership (EaP) in 2009? The study illustrates that, notwithstanding the relative improvement in the ENP s shortcomings, the EaP is not definite enough to find the appropriate balance between the EU s security needs, its operational capacities and the neighbors accession aspirations. The book will be a valuable asset to scholars and students interested in issues related to the ENP and the EU external relations towards its Eastern neighbors, as well as ordinary readers wishing to get better understanding of how the EU constructs its neighborhood policies.
