An Assessment of the effect of Ireland Aid to Primary Education in Eastern Zone of Tigrai, Ethiopia is a comprehensive study based on fieldwork, review of both the scholarly literature on the subject and donors´ experience. The publication provides an overview of educational aid assistance and it effectiveness in developing countries and the challenges faced at the grass root level. It is evidenced that basic education ought to be the priority for public spending on education in those countries that have yet to achieve near-universal enrollment at the primary and lower secondary levels The author discusses strategies for improving aid effectiveness to primary education. He begin with devotion and competence of the responsible bodies, focus to human resource development, flexible aid support to different local conditions and not tied, participation of local community in the identification, planning and implementation of education projects. The publication concludes that the assistance of Ireland Aid had meaningful impact on increasing access, equity, and on other improvements in the quality of education as opposed to some donor experiences in developing countries.
Mulugeta Tsegai is a Lecturer at Mekelle University, Ethiopia. His research and main publications have concentrated on issues of quality of education, universal primary education and Gender In equality in education. He is currently a PhD candidate in Educational Policy and Leadership at Addis Ababa University in Ethiopia.
