In general, performance of all PDAMs in Indonesia is still low. In average, PDAMs in Indonesia have the same problem concerning to quality of water distribution, quality of management, and debt problem and funding. Background of this Study is service condition of drinking water in Makassar municipality which is not able to fulfill the requirement of Makassar community, from the both point of view of quantity and quality. Also, the quantity of clean water required is increasing year by year. This condition becomes worse with debts that keep building up. In this study, the researcher compiles several guidelines from national and international agencies that are WHO, World Bank, PPIAF (Public Private Infrastructure Advisor Facility) - World Bank, New South Wales, ADB, PLC mode, and Vewin (Water Supply Association in Netherlands). Using global perspective about water supply company to get broader knowledge and best practice. Guidelines indicators that can reflect the performance of the water supply companies have reviewed. Based on the common criteria, the researcher identifies the issues and priorities in Makassar PDAM.
