Public education is under scrutiny due to the perception that schools are showing signs of underachievement by students. This study explores the leadership competencies of three elementary school principals who created a school culture of high achievement in inner-city schools. These transformational leaders demonstrate managerial, instructional and political leadership styles and behaviors; ingredients for high performing schools.
