This study delved into the utilization of resources and quality assurance in Sub-Saharan African higher education institutions. Its conceptualization is premised on the contention that although these institutions have irrefutable resources constraints, these constraints are being overemphasized to the detriment of quality assurance. The study poses a basic question: do Sub-Saharan African higher education institutions put the few resources that they have to optimum use? Grounded on findings of studies of the utilization of teaching space at Makerere University, and selected Ghanaian and Nigerian higher education institutions, the study concludes that the institutions do not put their resources to optimum use. Therefore, it contends that, to promote quality assurance, efforts to increase the availability of resources at the institutions should be complemented by efforts to enhance optimality in the utilization of the resources.
Ssempebwa is a researcher at Uganda Martyrs University. He is the Editor of the Journal of Science & Sustainable Development, African Researcher and Makerere Journal of Higher Education. His research focuses on international higher education in low and middle income countries and management of educational resources in Sub-Saharan Africa.
