Die Gedächtnisschrift für Arndt Schmehl versammelt über vierzig Beiträge zu aktuellen Fragen der Juristenausbildung und des Juristenethos, Verfassungsrecht, Verwaltungsorganisationsrecht, Kommunalrecht, Sozial- und Gesundheitsrecht, Steuerrecht und Umwelt- und Planungsrecht aus der Feder von Juristinnen und Juristen aus Universität und Praxis. Der Anhang dokumentiert das Manuskript einer steuerrechtlichen Vorlesung und eines Vortrags von Arndt Schmehl zur Juristenausbildung.

Im Alter von 45 Jahren ist Arndt Schmehl, Inhaber des Lehrstuhls für Öffentliches Recht, Finanz- und Steuerrecht der Universität Hamburg, am 24. Oktober 2015 verstorben. Er gehörte zu den führenden Staatsrechtslehrern seiner Generation und hat weit über das Finanz- und Steuerrecht hinaus - besonders im Verfassungs-, Umwelt- und Sozialrecht - prägend gewirkt. Auch die Verbesserung der Juristenausbildung zählte zu seinen Tätigkeitsfeldern. In der Gedächtnisschrift schreiben über vierzig Kolleginnen und Kollegen, Juristinnen und Juristen aus Universität und Praxis, die Ansätze aus dem breit angelegten Werk Arndt Schmehls, thematisch gegliedert in sieben Kapitel, fort: (1.) professionsbezogene Fragen, (2.) Verfassungsrecht, (3.) Verwaltungsorganisationsrecht, (4.) Kommunalrecht, (5.) Sozial- und Gesundheitsrecht, (6.) Steuerrecht und (7.) Umwelt- und Planungsrecht. Im Anhang sind das Manuskript einer steuerrechtlichen Vorlesung und eines Vortrags von Arndt Schmehl zur Juristenausbildung abgedruckt.

The memorial publication for Arndt Schmehl brings together over forty articles on current issues in legal education and legal ethos, constitutional law, municipal law, social and health law, tax law and environmental and planning law from the desks of lawyers from universities and practices. The appendix documents the manuscript of a lecture on tax law and a speech given by Arndt Schmehl on legal education.

Indra Spiecker née Döhmann, LL.M. (Georgetown University), doctorate from the University of Bonn, postdoctoral qualification at the University of Osnabrück, 2008 to 2013 Professor at the Karlsruhe Institute of Technology; since 2013 Professor of Public Law specializing in administrative law, environmental law and administrative sciences at the Goethe University Frankfurt. Franz Reimer studied law in Bonn, Oxford and Freiburg. After completing his doctorate and postdoctoral qualifications, he has been Professor of Public Law and Legal Theory at the Justus Liebig University Giessen. Astrid Wallrabenstein studied in Münster and Freiburg, completed her doctorate and postdoctoral qualification in Giessen, was a professor at the Bielefeld University from 2008 to 2010 and has been Professor of Public Law specializing in social law at the Goethe University Frankfurt since 2010.
