The disability movement poses questions with answers yet to be given both by society at large and from policy makers. It is a paradigm shift and the concept of citizenship and rights and responsibilities it is once again a buzz word in a world where dignity and equality is redefined. This study gives a voice to those silenced on the citizenship agenda and its meaning, the people with intellectual disabilities. It is about the life and experiences of those coming out of institutions and those that moved into community. A bottom up approach to community living that reached further then imagined in a system where there was little infrastructure for such a change. It is a study exploring the social security, personal autonomy and political influence of people with intellectual disabilities in a post communist country.

...15 years of working with children with a range of social-emotional, behavioural & cognitive needs in the evolving context of Romania´s child welfare and education system gave me an understanding of the challenges in the system and the need for policy level advocacy around special & inclusive education. A need that could not and can´t be ignored.
