The emphasis of this research is to evaluate issues of organizational leadership and change as they relate to the Bologna Accord. The Bologna Accord is a policy that over 40 countries have signed into effect, for nearly 10 years; this in order to equalize the higher education system in Europe. Education has had ongoing structural changes. The issues that are discussed here provide an historical framework for the process of how organizations and educational institutions have advanced and changed over time. The critical issue discussed here is the factors that have centered around the educational changes, due to the Bologna Accord, and its effects on the Flemish community. The concept of policy change can be seen through the functionality of European higher education. The literature provides different points of view many and concepts about the merging all of these cultures together. The research framework provides an evaluation of the contemporary concepts of organizational change as it has affected the European institutions of higher education.
