The purpose of this book is to prepare a foundation for widening the scope of the Indus Waters Treaty from a water sharing agreement to a comprehensive tool for the sharing of water usage primarily from the standpoint of regional disparity. The existing sharing mechanism of the Indus Waters Treaty has inherent costs for Jammu and Kashmir despite the Indus waters having been shared equitably from nation-state perspective. The central thesis of this project is to explore how a regional (sub-national) dynamic can be built into the Indus Waters Treaty to address the inequitable regional sharing of the Indus basin. This regional dynamic, a shift from conventional nation-state management approach to transboundary waters, can become a stepping stone for the joint management of the Indus basin.
Iftikhar Hakim is an Urban Planner having M.A. in Urban Planning from School of Public Affairs, UCLA with specialization in Regional and International Development. He is a Ford Foundation Fellow,has attended international conferences in TWM and has 20 years experience in urban planning and policy. He is the Chief Town Planner, Kashmir (J&K)
