The presence of Afghan refugees in Pakistan for over three decades has created political and economic problems. The benefits of hosting refugees have been less if compared to the political cost they have paid. A natural and durable solution to end the refugee cycle is "repatriation". Pakistan´s repatriation policy has been dictated by the political stake it has in Afghanistan and has remained hostage to its overall Afghan policy. Unless there is change in its policy, repatriation of Afghans will remain a major problem to be resolved. This book explores the complexities of the on-going repatriation process; highlight the role of UNHCR, Pakistan and international donors in assisting Afghans to return. Different phases of repatriation have been critically analyzed to underscore the flaws in the past policies; suggesting the way forward for a comprehensive and durable repatriation. With emphasis on politics of repatriation the book will especially be useful for refugee experts and policy makers and will provide a guideline to all the concerned officials to successfully repatriate the residual refugee population from Pakistan.
Nasreen Ghufran currently teaches at Department of International Relations, University of Peshawar, Khyber Pukhtunkhwa. Her research interest is mainly focused on Afghanistan, Refugees and Foreign Policy.
