This research investigates human capital(HC) formation in Qatar and provide an insight into such a process among Qatari workers in the Oil and Gas- Based Industries (OGBI)and how their educational attainment may influence the effectiveness and success of their training programmes in developing their specific skills. Additionally, the study also endeavoures to investigate the training process and its related practices that affect such a formation process within the industry, such as promotion and training incentives.The findings support the basic argument of human capital theory regarding the significance of education in generating general HC and as a prerequisite for the success and effectiveness of training within industry in generating and developing both general and specific human capital. It is also found that educational attainment had influenced the Qatari workers´ achievement of their training programmes objectives and its effectiveness in developing their general and specific skills.
Hend Al Muftah is an Assistant Professor of HRs at Qatar University(QU)and the chair of HR Best Practices in Qatar. She served as the Director of HR Department at QU (2004- 2008), Consultant for QU and Ministry of Business and Trade. She has also been involved in developing strategic plans for some local organization at Qatar.
