The focus of this book has been on devolution, which requires the more radical step of transferring power for decision making to local government, rather than purely central policy being delivered more locally. The conclusion is reached that decentralisation does present opportunities for good governance, with local communities being able to participate in decisions affecting them and facillitating greater accountability in local government. Decentralisation can deliver good governance and sustainable service improvements provided there is the committment and resources to do so. The committment should not only come from government but so too should other stakeholders such as NGOs be committed as well and take advantage of the process to achieve sustainable developments. However, as long as there is no framework to guide the NGOs, the NGOs will be contented to be guided by their respective mission and vision statements and their core values.
Kibble Ngalauka is a Social Scientist. He qualified with a Diploma in Tropical Medicine and taught in several nursing colleges in Malawi before changing a career to social work. He graduated with a BSc in Rural Development in 2002(UK) and a MSc in Social Development and Health in 2005(Scotland,UK) and a PhD of Sociology(USA)in 2011.
