The types of political regimes tend to determine the kinds of public policies they will make. Democratic regime encourages participatory governance, while military regime supports non-participatory governance. Conventional wisdom holds that democratic governance that promotes the involvement of other actors and backed by a competent civil service leads to more transparent and responsive public policies. Using field level data collected in Nigeria, this book holds that the survival and success of public policies in developing economies are not necessarily based on the regimes, but political leadership beliefs. It concludes that success has far more to do with the leadership quality than the regimes´ philosophy. It illustrates with the performance of executive governors of Lagos State both military and civilian over a period of three decades
