Neue Wege der Transparenz,
Partizipation und Kooperation
in der Entwicklungszusammenarbeit

Im Spannungsfeld zwischen Transparenz, Rechenschaftspflicht, Legitimität und Effektivität in der internationalen Entwicklungszusammenarbeit stellt diese Forschungsarbeit das neue Konzept Open Aid vor. Open Aid definiert sich aus der Verknüpfung von großen, öffentlich und frei zugänglichen Entwicklungsdaten mit dem Ziel transparente, partizipative, kooperative Entscheidungs- und Umsetzungsprozesse im Feld der Entwicklungszusammenarbeit erfolgreich durchzuführen. Die Arbeit liefert hierzu eine erste Einführung über die Genese und Definitionsbildung von Open Aid. Der Hauptteil erstellt eine umfangreiche Gesamtübersicht relevanter Akteure und Angebote, woraufhin abschließend mögliche Bewertungen, Prognosen und Handlungsempfehlungen vorgestellt werden.

In the conflict between transparency, accountability, legitimacy and effec-tiveness regarding the field of international development this research paper seeks to analyze a rather new approach - the concept of Open Aid. Open Aid is thereby defined as the linkage of big, openly available development data with the goal to successfully achieve transparency, participatory and collaborative decision-making as well as implementation processes. The study provides an introduction about the emergence and definition of Open Aid. The central aspect of this work is represented by a comprehensive analysis of relevant actors and applications. As for the conclusion, possible evaluations, forecasts and recommendations are made.
