Hysen Beqa was born in the village of Mulliq in the city of Gjakova in Kosovo. He completed his primary school in his village and in the city of Gjakova. He finished his secondary school in the same city. Meanwhile, he completed his studies in Political Sciences and Public Administration at the University of Prishtina.
